The International Cooperation Office (ICO) at the University of Tripoli (UoT) establishes scientific and cultural cooperation between the UoT and the national, regional and international higher education institutions, by exchanging information, experiences and scientific advice with other international counterpart institutions. These exchange programs are for faculties, students and employees. The ICO prepares drafts of memoranda of understanding and contracts to activate cooperation agreements with various universities and research institutions. It also coordinates scientific conferences, seminars and workshops.

The Internationalisation of Higher Education in the Mediterranean

The internationalisation of higher education is aimed at enhancing the quality and standards of teaching and research. This study addresses mobility and cross-border education trends in the Euro-Mediterranean region, with special emphasis on academic exchange, involving students, scholars and administrative staff, as well as on the strategic international partnerships across the globe. The study focuses on 10 countries: Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Mauritania, Morocco, Palestine and Tunisia. It aims to investigate the internationalisation of higher education focusing especially on resources and opportunities available at the national and regional levels, to identify obstacles and challenges and to outline transferable inspiring practices and finally to make a series of recommendations for the Union for the Mediterranean to foster regional integration. As for the methodology, a survey investigating teaching and administrative staff as well as student mobility was submitted to a sample of universities representing the 10 target countries; further interviews with international and regional stakeholders were conducted, focus groups were established, involving the universities covered by the study and a thorough desk research was undertaken. As a result, the report presents a detailed context analysis with a focus on mobility flows to and from the 10 target countries, complemented by a wide range of inspiring and scalable practices, as well as an overview of the role played by regional organisations in providing opportunities, creating synergies and making resources available for the higher education institutions in the Mediterranean. Country-specific recommendations were designed in order to address national challenges. At the end of the research and consultative process, a number of common themes for the Euro-Mediterranean region were also identified, in relation to which additional recommendations were drafted, with the aim of enhancing the internationalisation of higher education in the region. We are still far from the finish line and this report has the ambitious goal to represent a building block for those willing to further explore the issue. Here follow the main findings, which are common to more than one country: Erasmus+ emerged as the programme generating the largest impact on the internationalisation strategies of higher education institutions; the need for university leadership to consider the administrative staff as a key element to support internationalisation; the high fragmentation in the procedures and systems of credit recognition and assessment of qualifications; difficulties were encountered in collecting reliable and comparable data. Obtaining visas for international mobility, especially for MENA countries to access Europe, has always been a serious obstacle to exchanges and international cooperation should focus more on human and social sciences, often neglected compared to hard sciences. Above all, the study highlights how, in most cases, internationalisation is simply identified as mobility, while a more comprehensive internationalisation strategy would be highly beneficial for institutions and staff and may increase attractiveness and participation. arabic 7 English 58

UNIMED, Libya Restart, A journey Analysis,

Universities are an essential element for a country’s reconstruction, for its future, the starting point for civil society, a place for discussing and proposing solutions. This consideration has been the base for the initiative Libya Restart. This is the reason why, UNIMED has started the collaboration with Libyan HEIs since 2015 for common participation in projects co-funded in the framework of the Erasmus+ programme. As natural consequence, in 2018 UNIMED decided to launch Libya Restart, an institutional initiative aimed at gaining a deeper understanding of the Libyan Higher Education System, through a research activity performed jointly by UNIMED staff and Libyan University academic and technical staff. Together, we spent more than one year collecting and analyzing data and documentation, discussing results, sharing ideas, making mistakes, finding alternative primary sources. Between 2018 and 2019 we have conducted an assessment work on the Higher Education system in Libya, its main priorities, needs and challenges, through the submission of a quantitative survey and a series of qualitative interviews. BSTRACT: The ENBRAIN [1] project (Building capacity in Renewable and sustAINable ENERrgy for Libya) is funded by the ERASMUS + Programme in Key Action 2 (KA2) - Cooperation for innovation and the exchange of good practices - Capacity Building in the field of Higher education. This project results from the view that, despite several current pressures for a paradigm shift in the energy area, an international community has yet to give concrete details, thus contributing to accelerate climate change and ecosystem depletion. On the other hand, it is imperative to eradicate poverty and access energy via the main route to such concern. In this sense, Africa presents itself as a crucial player in the energy transition, with an increase in its energy demand expected from 897 to 1322 Mtoe in the period 2012 to 2040, according to the International Energy Agency. It is in this context that Libya assumes a fundamental role, having the largest oil reserves in the region and a high potential for the use of renewable energy. The ENBRAIN project aims to develop together with five Lybian universities a set of activities aiming to reinforce their needs in the area of renewable energies and sustainable development, as well as strengthening their relations with European countries. In this work, the main results of these activities are presented, as well as the future perspectives on this topic.
